This section of the Implementation Plan has as its main goal that "each child in the custody of the Department shall have a safe and stable placement with a caregiver capable of meeting the child's needs."  Specific outcomes in this section include improved licensed relative and non-relative caregiver recruitment and retention and a decrease in the number of children in custody for at least 30 days who experience three or more placements.  To see all the Outcomes, Benchmarks, and Action Steps in this section, go to pp.9-18 of the Implementation Plan.

Sample Benchmarks

The percentage of children in care who experience 3 or more placements will decrease yearly (20% decrease by 07)

The number of beds in active licensed relative and non-relative foster care homes will increase yearly, by region and for the state as a whole (20% increase by 07)

Sample Action Steps

Notify child’s representative (attorney/GAL/CASA) prior to placement move, or next business day if move is based on emergency

The history of the child’s placements will be reported to the court at each review hearing as part of the child’s ISSP
