This section has two main goals: (1) "all children in DCFS's custody shall be placed in safe placements," and (2) "the state shall continue to meet or exceed the federal standard for out-of-home care safety measure."  To see all the Outcomes, Benchmarks, and Action Steps in this section, go to pp.45-53 of the Implementation Plan.

Sample Benchmarks

The % of referrals alleging child abuse and neglect of children in out-of-home care that receive thorough investigation within CA policy timelines and with required documentation will be 100% by 06.

The % of medically fragile children connected to appropriate and ongoing medical care and placed with caregivers who receive consultation and training regarding their caretaking responsibilities for the medical condition will increase yearly (95% increase by end of settlement).

Sample Action Steps

A face-to-face safety assessment with a child suspected to be a victim of child abuse or neglect while in the Department’s custody shall occur within 24 hours of the report for emergent cases, and within 72 hours of the report for non-emergent cases.

Increase contact between social worker and family, child and caregivers to at least once every 30 days.

Children will not be placed in institutions not designed for foster children or in a foster home without specialized training and support when SAY/PAY children also reside in the home.
