This section of the Implementation Plan has two main goals: (1) "placement of siblings together is presumed to be in the children's best interest, unless there is a reasonable basis to conclude that the health, safety or welfare of a child is put in jeopardy by the placement" and (2) "frequent and meaningful contact between siblings in foster care who are not placed together and those who remain at home should occur, unless there is a reasonable basis to conclude that such visitation is not in the best interest of the children." Sample Benchmarks

The % of children placed with any siblings and % placed with all siblings in care will increase yearly (10% and 5% by 07, respectively).

The % of children placed apart from their siblings who have two or more monthly visits or contacts with some or all of their siblings, (95% by end of settlement).

Sample Action Steps

Develop and implement policies and protocols regarding visitation to children, parents, and siblings.

Implement strategies to recruit additional licensed foster care and relative caregivers willing and able to accommodate sibling groups.
