This section of the Implementation Plan has three main goals: (1) "improve the quality and accessibility of services to adolescents in the custody of DCFS..."; (2) "improve the educational achievement of adolescents in the custody of DCFS and better prepare them to live independently"; (3) reduce the number of adolescents on runaway status from foster care.  To see all the Outcomes, Benchmarks, and Action Steps in this section, go to pp.63-75 of the Implementation Plan.

Sample Benchmarks

The % of foster youth with a high school diploma compared to the general population of youth will increase yearly (30% increase by end of settlement).

The % of foster youth who run from out-of-home care placements will decrease yearly (30% reduction by 07).

Sample Action Steps

Each youth who is 15 or older will have a written Independent Living-Learning Plan aimed at assisting with the transition to adult life that is prepared with significant involvement by the youth (by Jan 07).

Implement multi-disciplinary staffings for youth six months before exit from foster care.
